Both Hertz and Alamo have consistently good prices and good locations throughout the downtown. Other car rental companies are:

At most car rental companies, you can reserve a car on-line or on the phone. If in doubt about whether you need a car, reserve one anyways as there is no cost to reserve.  If you don’t need it, just call to cancel. No worries.
